Apply for an import permit with the Animal Health Division (AHD), Bureau of Animal Industry (BAI) by writing a letter addressed to the BAI Director containing the following information:
o Species and breed of animal
o Sex, color and number of pets
o Expected date of arrival

The Import Permit may be filed by any party in Manila in behalf of the owner/importer provided that the required fee is paid and the above particulars of the pet (kind, breed, age, etc.) are known to the filer. A copy of the import permit should be faxed to the owner/importer. It should be presented at the airport upon the arrival of the pet.
OR
Upon arrival at the airport in Manila, presenting the certified health certificate (refer to nos. 2 and 3 below) to the Quarantine Officer on duty, filing of the required import permit and the payment of the corresponding fee.
2. Secure a HEALTH CERTIFICATE issued by a duly licensed veterinarian in the United States or the U.S. Department of Agriculture dated not more than 30 days before arrival in the Philippines. It should certify that the animal is free from, and has not been recently exposed to, any dangerous or communicable disease, and that it has been given anti-rabies and other required inoculations. This will be presented upon arrival.
3. Present the Health Certificate to any Philippine Consulate General shortly before shipment for authentication. The fee is $25.00 per document (click here for authentication procedure and fees). If sent by mail, payment should be in money order payable to the Philippine Consulate General. Please enclose a self-addressed stamped envelope for return mail.
4. The Import Permit and the authenticated Health Certificate should be presented at the airport upon arrival of the pet.
5. If the number of animals to be brought to the Philippines exceeds five, the animals have to be inspected at quarantine site.
6. Issuance and inspection fees are P 50.00 (Philippine Pesos) and P165.00 (Philippine Pesos for the first two heads and P220.00 (Philippine Pesos) for each succeeding head, respectively. Payment may be made upon arrival at the Veterinary Quarantine Unit, Ninoy Aquino International Airport.
The permit is good for 2 months. Extension for another month may be requested before the permit's expiry date. Please note that the above fees are without prejudice to any changes that the BAI may make pursuant to its authority under Philippine law.
FOR EXOTIC ANIMALS
- Apply for an import permit as in A, number 1 above for Pets and Dogs.
- Arrange schedule with AHD for inspection of the quarantine site.
- A CITES certification issued by the Parks and Wildlife Bureau shall be presented.
- Secure a HEALTH CERTIFICATE issued by a duly licensed veterinarian in the United States or the U.S. Department of Agriculture dated not more than 30 days before arrival in the Philippines. It should certify that the animal is free from, and has not been recently exposed to, any dangerous or communicable disease, and that it has been given anti-rabies and other required inoculations. This will be presented upon arrival.
